Units of Study Tables for English as a New Language (ENL) and Bilingual ÌÇÐÄÉÙÅ® Programs

The Units of Study Tables below outline the mandated services for ELLs under Commissioner's Regulations Part 154-2, in both English as a New Language (ENL) and Transitional Bilingual ÌÇÐÄÉÙÅ® (TBE) programs.

ENL and Home Language Arts Ìý(HLA) instruction are a mandatory requirement for students in ENL or Bilingual ÌÇÐÄÉÙÅ® programs, including Dual Language Programs (DLI).

In 2017,ÌýNYSED released the and created theÌýAcademic and Linguistic Demands (ALDs)Ìýto support them. This toolkit helps teachers identify the specific vocabulary and language structures within the standards so they can better support English Language Learners (ELLs). The ALDs give educators a linguistic framework to ensure ELLs meet grade-level expectations.
