2026 Title I-D CSPR Data Collection Tool (2024-25 data)

Background

The 糖心少女 (NYSED) is required to collect annual data for the Title I-D Consolidated State Performance Report (CSPR), which is submitted to the U.S. Department of 糖心少女. Each facility receiving Title I, Part D funds in New York State must complete a CSPR form. Agencies or institutions with multiple sites must submit a separate form for each site.

Reporting Period:

July 1, 2024 - June 30, 2025

Instructions for Completing the 2026 Title I-D CSPR:

The 2026 CSPR data is being collected through the 2026 CSPR Data Collection Tool (see file link above).

Important Reminders:

  1. Use the 2026 Tool Only:听
    Do not use data collection tools from previous years. Upon opening the file, click 鈥Enable Content鈥 if prompted by a security warning.
  2. Data Validation Features:
    The 2026 tool includes built-in validation checks to prevent invalid entries. Errors will be highlighted in red. Refer to Column D in the tool for detailed guidance.
  3. Completeness Requirements:
  • All indicators must be addressed.
  • Enter 0 if an indicator does not apply.
  • Use the comments section to provide explanations where necessary.

  • Review Before Submission:
    Ensure the following:

  • No blank cells (use 0 where applicable)
  • No red (error) cells

  • File Naming Convention:

    September 10, 2025 (Close of Business)

Group Homes

A group home is a long-term facility in which residents are allowed extensive contact with the community, such as attending school or holding a job. Includes halfway houses.

Shelters

A shelter is a short-term facility that provides temporary care in a physically unrestricting environment. Includes runaway/homeless shelters and other types of shelters.

Community Day Programs

The term 鈥渃ommunity day program鈥 means a regular program of instruction provided by a State agency at a community day school operated specifically for neglected children and youth (ESEA section 1432(3)).

Residential Treatment Home

A residential treatment home is a program that provides clinical treatment services in a 24-hour living environment.

Adult Correction

An adult correctional institution is a facility in which persons, including persons 21 and under, are confined as a result of conviction for a criminal offense (ESEA section 1432(1)).

Community Day Programs

The term 鈥渃ommunity day program鈥 means a regular program of instruction provided by a State Agency at a community day school operated specifically for delinquent children and youth.

Juvenile Detention Center

A juvenile detention center is a shorter- term institution that provides care to children who require secure custody pending court adjudication, court disposition, or execution of a court order, or care to children after commitment.

Shelters

A shelter is a short-term facility that provides temporary care similar to that of听a detention center, but in a physically unrestricting environment. The Department notes that it is unlikely that most shelters will meet the definition of an institution for delinquent children and youth.

Group Homes

A group home is a long-term facility in which residents are allowed extensive contact with the community, such as attending school or holding a job. Includes halfway houses.

Ranch/Wilderness Camp

A ranch/wilderness camp is a long-term residential facility for persons whose behavior does not necessitate the strict confinement of a long-term secure facility, often allowing them greater contact with the community. Includes ranches, forestry camps, wilderness or marine programs, or farms.

Residential Treatment Center

A residential treatment center is a facility that focuses on providing some type of individually planned treatment program for youth (e.g., substance abuse, sex offender, mental health, etc.) in conjunction with residential care. The Department notes that it is unlikely that most treatment centers will meet the definition of an institution for delinquent children and youth.

Long-term Secure Juvenile Facility

A long-term secure facility is a public or private residential facility that provides confinement of its residents, for the care of children who have been adjudicated to be delinquent or in need of supervision. Similar to juvenile correctional facility.

  1. What are the dates for the data reporting?
    1. The data reporting period is July 1, 2024, to June 30, 2025.
  2. What if a student is already in residence on July 1, 2024?
    1. For the purposes of the CSPR, you would use July 1, 2024 as their entrance date.
  3. What if a student is still in residence after June 30, 2025?
    1. For the purposes of CSPR, you would use June 30, 2025 as their exit date.
  4. The unduplicated student count has a change of 10% or greater from last year. Why do I need to provide an explanation? How detailed does the explanation need to be?
    1. USDE requires the explanation as part of its data validation checks. Please provide the explanation in the Data Collection Tool, cell C17. The explanation should be 1-2 sentences that detail why the facility experienced this change in enrollment numbers.
  5. What students are included in this data collection?
    1. All students that benefited from Title I, Part D funding during the reporting year.
  6. Is this the same data collection as the Title I-D Annual Child Count?
    1. No, the Annual Child Count is used to determine Title I-D funding. The purpose of the Title I-D CSPR is to report on the impact of Title I-D funds.
  7. Do I need to send the Title I-D CSPR Data Assistant to NYSED?
    1. No, this file is for facility use only. Please do not send to NYSED.
